Nominations are for the following Local 449 Executive Board Offices:
President -
Vice President
Secretary Treasurer
Recording Secretary
The duties of Officers and the Executive Board are in Article VIII of the AFSCME Local 449 Constitution. To be eligible for office, a member must be in good standing for one year immediately preceding the election, provided, however, that no retired member shall be a candidate for office. All four Executive Board Officer positions are for a two-year term.
Members may self-nominate or be nominated by another member. The nominations and subsequent election will follow both the AFSCME Local 449 Constitution and the AFSCME International Local Union Election Manual.
Duties of Officers and Executive Board
Section 1. The president shall preside at all general membership meetings of this local union and of the local executive board. He/she may attend any/all division meetings as needed, and to the extent feasible, shall be a member of all local union committees except election committees. He/she shall countersign all checks drawn against funds of the local, appoint all standing committees and all special committees of the local subject to the approval of the executive board. He/she shall report quarterly to the membership regarding the progress and standing of the local and regarding his/her official acts.
Section 2. The vice-president of this union shall assist the president in the work of the office. In the absence of the president, the vice-president shall preside at all meetings and perform all duties otherwise performed by the president. With the approval of the executive board, the vice-president may be authorized to act as co-signer of checks drawn on the local funds in place of either the president, recording secretary or the secretary-treasurer.
Section 3. The recording secretary of this union shall be responsible for keeping a record of the proceedings of all membership meetings and of all executive board meetings, carrying on the official correspondence of the local, except as the executive board may direct otherwise and performing such other duties as the executive board may require.
Section 4. The secretary-treasurer of this union shall be responsible for receiving and receipting all monies of the local union. The secretary-treasurer shall be responsible for:
A. Depositing all monies so received in the name of the local union in a bank or banks insured by the Federal Deposit Insurance Corporation and money so deposited shall be withdrawn only by check singed by two of the authorized signers, (president, vice-president, recording secretary and the secretary-treasurer).
B. Preparing and submitting the monthly membership report to the International Union office and thereon shall certify that it is accurate.
C. Seeing that a check is drawn each month in payment of the local’s per capita tax and sent to the International Union.
D. Submitting on or before March 1st of each year, to the International Secretary- Treasurer, a statement of assets handled by the local during the previous calendar year on forms to be supplied by the International Secretary-Treasurer to comply with the auditor’s directives.
E. Keeping an accurate record of receipts and disbursements and shall, once each quarter, submit to the membership a quarterly operating statement of the financial transactions of the local for the previous quarter.
F. Being responsible for transferring to his/her successor in office all financial records, retention of which is required by Article IX, Section 22, of the International Constitution.
G. Acting as custodian of all properties of the local union. The secretary-treasurer shall handle all regular expenditures but in the event of any large disposition, this shall be approved or disapproved by the members of the local. A financial report from the local is to be sent to all divisions each quarter.
